  3. The account has been banned. Whether this is permanent or not depends on how many times the user violated Instagram's terms of service and also depends on what rules they violated. It is up to Instagram when the profile can be made available again. Some bans are temporary and only last up to 24 hours, others can be forever.

  4. The account has blocked you. This is not permanent and is another thing that the account owner likely did themselves. By blocking you, they hid their profile from being found by your profile, and also hid their likes, their comments, and their posts from being viewed by you. They can unblock you any time they want, or keep you blocked forever.
